Most libraries have a great selection of audiobooks. We're in the car a lot driving to different classes and activities, and we'll often listen to an audiobook on the way. In 4th grade, with problems reading like that, it's more likely that there's a visual problem going on (along the dyslexic sort) than much else. And unfortunately I'm not aware of what a parent (or a friend's parent) can do to combat that at home.
